The Mahatma Gandhi Employment Guarantee Act (MGNREGA or NREGA) is an Indian labor law and social security measure passed in September 2005 to ensure the “right to work”. This scheme aims to improve livelihood security in rural areas by providing each household with at least 100 days of wage employment per fiscal year. Adult members must volunteer to do unskilled work.

NREGA was expanded to cover all districts of India on April 1, 2008, making it the world’s largest and most ambitious social security and public works program. Another goal of MGNREGA is to build long-lasting assets (like roads, canals, ponds, and wells). Employment must be provided within 5 kilometers of an applicant’s home, with minimum wages paid.

How Does the NREGA Scheme Benefit Poor People?

If work is not found within 15 days of applying, applicants are entitled to an unemployment benefit. This means that if the government fails to provide employment, it must pay certain unemployment benefits to those individuals. Thus, employment through the NREGA Scheme is a legal entitlement. MGNREGA will be implemented primarily by gram panchayats (GPs), with the involvement of contractors prohibited.

Aside from providing economic security and creating rural assets, NREGA can also help to protect the environment, empower rural women, reduce rural-urban migration, and promote social justice. The law includes numerous safeguards to ensure its effective management and implementation. The act explicitly states the principles and agencies responsible for implementation, the list of permitted works, the financing pattern, monitoring and evaluation, and, most importantly, the detailed measures to ensure transparency and accountability.
